• (primitive? prim env n-args)
    Returns `prim` if `prim` is the name of a primitive defined either
      in `env` or locally that can be invoked with `n-args` arguments.  If
      `n-args` is nil the primitive can be invoked with an arbitrary
      number of arguments.  Currently there is no support for primitives
      with a variable but bounded number of arguments, and also not for
      locally defined primitives.
